Veto a la Descentralización sustantiva en Chile: corrupción programática de la elite del orden neoliberal centralista versus la izquierda territorialista.

This Jobs, attempts to investigate the resurgence of territorial cleavage in the political positions of the progresis and conservators after chilean dictatorship and propose an explanation regarding breaking of institutional blockages and the minority veto. The methodology consists of qualitative research, through, analysis of parliamentary political discourse in the years 1991 and 2017 and an anonymous poll at the ballot box by political group with parliamentary representation, for determine territorial cleavage and private political discourse. The research clearly shows the existence of territorial cleavage promoted by center-left forces and liberal segments of the right in the institutional sphere election of regional governors but not in substantive decentralization that implies regional revenues, the power of environmental planning of the territories and an active role in economic development. In the blockade to greater regional empowerment there are effects of cognitive dissonance mechanisms by the power elite and insincere discursive manipulation
