We analyzed the long process that has shaped the Ministry of Foreign Affairs of Chile, which has been characterized by concentrating adaptations at the economiccommercial area and maintaining the status quo or generating insubstantial accommodations in others. We argue that is due to a growing institutionalization of the private sector influence in the Ministry, while the status quo has responded to the elitist and discretionary logics that have prevailed. Likewise, we find that although there have been some innovative initiatives, they have been of less relevance compared to the permanence of the traditional (geopolitical) ideas promoted by the Armed Forces. These phenomena have an origin during the dictatorship, but they were continued and consolidated during the democratic governments. The new ministerial modernization law marks the cusp of this process.

The article tackles the concept of "self-determination until separation" for the Afro-descendants as "oppressed nationality" in Latin America. The theme is studied on the base of the documents of the Communist International, demonstrating how a thesis developed in Europe and Asia collided with Latin American realities. Then a more recent concept of "plurinationality" in the region and the unique case of autonomies in Nicaragua are discussed. The hypothesis is that some elements of the approach proposed by the Communist International and later rejected by it were not permanently lost, but have been reborn in the countries with significant Afro-descendant populations.

The power and its distribution is the essence of political discussion. This Jobs, attempts to investigate the resurgence of territorial cleavage in the political positions of the progresis and conservators after chilean dictatorship and propose an explanation regarding breaking of institutional blockages and the minority veto. The methodology consists of qualitative research, through, analysis of parliamentary political discourse in the years 1991 and 2017 and an anonymous poll at the ballot box by political group with parliamentary representation, for determine territorial cleavage and private political discourse. The research clearly shows the existence of territorial cleavage promoted by center-left forces and liberal segments of the right in the institutional sphere election of regional governors but not in substantive decentralization that implies regional revenues, the power of environmental planning of the territories and an active role in economic development. In the blockade to greater regional empowerment there are effects of cognitive dissonance mechanisms by the power elite and insincere discursive manipulation

This article reconstructs the trajectory of Peronism Montonero in Córdoba during the recovery of democracy, observing two points from a local scale –Córdobathat considers relevant aspects of the national process: the union movement and the political-party. We point out some elements of the actions of Montoneros during the dictatorship; then, we focus on the trajectory of this Peronism sector post-Malvinas war period, where two organizational political structures emerged in this process: Peronist Intransigence and Mobilization (IMP) and Revolutionary Peronism (PR) and one union: the Peronist Trade Union Associations (ASP).

The guiding idea of the present study is that of deciphering the role of the Chilean State during the first two governments of the Concertación in Chile. This will be done by analyzing the general determinations of the process of capital accumulation and the role of the State in said process during the nineties, whose synthesis creates a specific productive structure. Methodologically it will proceed by examining series of macroeconomic indicators utilizing the recommended variables of the theory in use. It concludes by explaining the economic content of the political action of the State.
