The goal is to propose a pedagogical approach with critical and creative thinking, recognizing and valuing local cultural diversity, encouraging participation and collaboration, the development of capacities, skills, and attitudes; articulating content to the context, promoting processes of innovation and creativity in learning. It suggests actions and strategies needed at three levels of management: macro, meso and micro, to ensure quality, relevant, equitable and transformative education.
