They are held legally responsible because of the constraints imposed by legislation, ethically responsible because of the difficulty of access to care and the mismatch between knowledge and the ability to implement it, and territorially responsible because the healthcare professional is not, a priori, responsible for organizing the intervention. The responsibility of the user is also engaged, because NMIs require active participation.
