By conducting a study on the implementation of the complaint system and whistleblowing system at the Anti-Corruption & Civil Rights Commission of Korea (ACRC), this research aims to determine and analyze the implementation of the whistleblowing system and the factors that influence the effectiveness of complaint management. Through a systematic literature review using PRISMA 2020 and organizational capacity analysis by using Douglas Horton’s theory, it is concluded that a complaints system must be supported by policies and strategies from top management, human resources, technological infrastructure support, monitoring and evaluation processes, and networks as an effort to increase capacity in order to create a complaint handling system and effective policy. 摘要

在披露不法行为或腐败指控时,需要一个有效的举报报告和处理系统,作为在政府开展的公共服务中实施良好企业治理的一种形式。通过对韩国反腐败与公民权利委员会(ACRC)的投诉制度和举报制度的实施情况进行研究,本研究旨在确定和分析举报制度的实施情况以及影响投诉管理有效性的因素。通过使用 PRISMA 2020 进行系统的文献综述,并使用道格拉斯-霍顿(Douglas Horton)的理论进行组织能力分析,得出结论认为,为了创建投诉处理系统和有效的政策,投诉系统必须得到来自高层管理、人力资源、技术基础设施支持、监督和评估流程以及网络的政策和战略的支持,以努力提高能力。此外,还需要制定奖励和保护举报人的政策,通过内部支持和与其他机构的合作,使举报人在举报涉嫌不法行为时感到安全。
