Implementasi Program Pertukaran Pemuda Antar Negara Pada Dispora Sumsel dalam Pengembangan Sumber Daya Manusia Tahun 2020-2021 2020-2021 年在南苏门答腊散居地实施国家间青年交流计划以开发人力资源

Based on Law Number 40 of 2009 concerning Youth, the youth category is 16 to 30 years old. In the 2021 BPS, the number of youths in South Sumatra reached 359,151. Youth development is carried out in order to improve the spirit of leadership, entrepreneurship, and youth pioneering so that, in the end, it can produce advanced youth, namely youth with character, capacity, and competitiveness (Heri, 2015). The purpose of this research is to explain the Implementation of the Inter-Country Youth Exchange Program at the South Sumatra Dispora related to HR Development as an effort to Build Youth Character in South Sumatra. The results showed that participants who received program benefits admitted that they did not receive optimal benefits. In addition, some parts of the activity did not run optimally because they were only virtual. The beneficiaries also stated that they could not accept the opportunity for internships. This is different from the beneficiaries of the program in the normal era. Another finding is that the PPAN program has not been optimally socialized in all districts and cities. A letter of notification regarding the PPAN program from the Ministry of Youth and Sports addressed to the Provincial Dispora, which was then forwarded to the district or city Dispora regarding the selection of the PPAN program, did not reach the sub district, village, or kelurahan. Because the district or city Dispora has not optimally escorted it to the sub-districts because there is no socialization budget yet.

Implementasi Whistleblowing System dalam Meningkatkan Efektivitas Pengaduan Masyarakat (Studi Pada ACRC Korea) 实施举报制度以提高公众投诉的有效性(对韩国 ACRC 的研究)

In disclosing allegations of wrongdoings or corruption, an effective whistleblowing reporting and handling system is required as a form of implementing good corporate governance in public services carried out by the government. By conducting a study on the implementation of the complaint system and whistleblowing system at the Anti-Corruption & Civil Rights Commission of Korea (ACRC), this research aims to determine and analyze the implementation of the whistleblowing system and the factors that influence the effectiveness of complaint management. Through a systematic literature review using PRISMA 2020 and organizational capacity analysis by using Douglas Horton’s theory, it is concluded that a complaints system must be supported by policies and strategies from top management, human resources, technological infrastructure support, monitoring and evaluation processes, and networks as an effort to increase capacity in order to create a complaint handling system and effective policy. In addition, a policy of reward and protection for whistleblowers is needed which supported both internally and through collaboration with other agencies so that whistleblowers feel safe in reporting suspected wrongdoings.

Peran Badan Permusyawaratan Desa di dalam Pembuatan Peraturan Desa di Desa Bangun Kabupaten Dairi 村协商机构在制定代里县班贡村村规民约中的作用

This paper aims to find out the role of the BPD in the process of making village regulations and what factors hinder it. The problem is focused on the Village Consultative Body, which is one of the most important institutions in village administration, especially in making village regulations. In order to approach this problem, theoretical references are used from seeing and directly assessing conditions and situations in the field naturally and in accordance with what is happening in the food. The data wer e collected through village consultative bodies, village heads, village secretaries and other village officials, deputy chairmen of LKMD, youth organizations and the local community and were analyzed qualitatively. This study concludes that in the implementation of the BPD's role during the design process until the completion of village regulations, it can be seen from three indicators, namely the active role, participatory and passive roles have not been fully implemented and the results of village regulations that have been ratified have not fully fulfilled the expectations of the community. this is based on several factors that become obstacles, namely, communication between BPD management and members is not well established, special budgets during the perdes design process do not exist, and commitment within the BPD institution in carrying out duties is still lacking, the resources of members of the village consultative body are still lacking. low and for experience is still lacking.

Kualitas Pelayanan Pembuatan Akta Kelahiran Pada Dinas Kependudukan Dan Catatan Sipil Kabupaten Simalungun 西马伦贡地区人口与民事登记办公室出生证明制作服务的质量

 The purpose oh this study was to determine the quality of service for making birth certificates at the population and Civil Registry Office of Simalungun Regency as well as barriers to service quality in making birth certificates at the Population and Civil Registry Office of Simalungun Regency. The problems found are the level of public awareness is still low, the lack of socialization provided by the Office to the community, the distance from the sub-district location, and the network system is not good. The research method that the researcher uses is descriptive qualitative research method. Data were collected based on data collection techniques by conduting interviews, observations, documentation, and literature studies. The data analysis technique that the researcher uses is data collection, data reduction, data presentation, and drawing conclusions. The theory that researchers use is the theory of service quality according to Zeithaml, namely tangibles, reliability, responsiveness, assurance, empathy. The result showed that the quality of service at the Department of Population and Civil Registry of Simalungun Regency was quite good even if is notoptimal. This can be seen from the Tangible indicators that have been sufficiently proven with the availability of facilities such as computers and laptops. Responsiveness the given by employees to the community who do not understand the birth certificate requirements. Assurance provided employees are good seen from the timeliness and service according to the SOP and the Empathy that the Department has is very good and also high.

Proses Collaborative Governance dalam Penanganan Banjir di Kota Semarang City 三宝垄市洪水管理中的合作治理进程

This study discusses the process of collaborative governance in handling floods in the city of Semarang. The phenomenon is that the people's mindset is not in line with the disaster mitigation system, the increased risk of flood disasters due to the growth and expansion of settlements and industry, and the lack of optimal coordination in flood handling and rehabilitation. The research objective is to analyze the collaboration process that occurs in handling floods in the city of Semarang and the supporting and inhibiting factors. The research method used is a qualitative method. The results of research show that the collaboration process has been going well, which consists of face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. However, the share understanding indicator is not optimal due to differences in understanding of the problems faced by the private sector and the community with BPBD Semarang City. Supporting factors are network structures that are well built with each other and there is no hierarchy in this network; commitment through the efforts each goes through; trust in one another; information that is easily accessed; and human resources involved. The inhibiting factors are governance, distributive accountability and responsibility, and access to resources. Obstacles encountered can come from the government itself, where there is minimal transparency, no division of decisions that can hinder collaboration, and technical implementation due to constraints on authority that are compartmentalized.

Pada hasil penelitian ini Puskesmas Pademangan dalam menangani pandemi COVID-19 adalah bahwa pelaksanaan program vaksinasi Covid-19 berjalan dengan baik. Ini tercermin dari kolaborasi yang terjalin antara berbagai sektor. Berdasarkan peraturan Presiden Nomor 14 Tahun 2021 “Tentang Pengadaan Vaksin dan Pelaksanaan Vaksinasi dalam Rangka Penanggulangan Pandemi CORONA Virus Desease 2019 (Covid-19). Penelitian ini memakai metode penelitian kualitatif dengan cara mengumpulkan data melalui wawancara, observasi partisipatif, studi kasus, catatan lapangan, atau analisis dokumen. Wawancara yang dilakukan peneliti untuk mendukung argumentasi ialah dengan staf administrasi puskesmas terkait serta dengan warga sekitar yang menjadi acuan penelitian yang dilakukan. Puskesmas menyelenggarakan program vaksinasi, mengatur jadwal dan tempat vaksinasi, serta memberikan suntikan vaksin kepada masyarakat. Puskesmas Pademangan memainkan peran penting dalam penanganan pandemi COVID-19 melalui upaya edukasi, tes swab, dan vaksinasi. Meskipun ada beberapa pendorong yang mendukung upaya tersebut, masih ada beberapa penghambat yang mempengaruhi penanganan pandemi di tingkat Puskesmas. Oleh karena itu, perlu adanya upaya yang lebih besar untuk memperkuat sumber daya manusia, meningkatkan kesadaran masyarakat, dan memperbaiki ketersediaan peralatan medis guna meningkatkan efektivitas penanganan pandemi COVID-19.

Peran Lembaga Pengawas Pemilu: Data Pemilih Berkualitas menuju Pemilu 2024 选举监督机构的作用:面向 2024 年选举的优质选民数据

Performance as a result of work related to organizational goals such as quality, efficiency and other effectiveness criteria, the quality of voter data is one of the goals of holding elections. The purpose of this study was to determine the extent to which the performance of election supervisors influences the improvement of the quality of voter data in the South Sulawesi Province region. The research will be carried out using a qualitative approach, namely a more in-depth approach that will result in a more comprehensive study of existing phenomena, in addition to the method of collecting data by conducting interviews with informants and sources who are in direct contact with the object of research, there are 8 informants who consisting of election supervisors (Bawaslu), technical implementers (KPU) and people who have been registered as voters. The results of this study are to show that there is a positive and significant relationship between the performance of election supervisors in carrying out their duties and responsibilities with the quality of voter data, especially in the province of South Sulawesi, even though currently the quality of voter data has not yet reached a quality value because there are still many problems left from the start. election until the completion of the election so that it takes the active role of all parties such as society and government.

This research discusses governance from the perspective of gamers (the role of facilities and development) of e-sports athletes in the city of Palembang. The aim of this research is to find out the government's role in developing e-sports athletes in Palembang City andalso to provide information to professional players regarding the development of e-sports athletes in Palembang City. The method used in this research is a qualitative method using Jim Ife's role theory which consists of 4 aspects, namely the role of facilitator, the role of education, the role of representational and the role of technical ability. The results of this research include first, the facilities provided to Palembang esports to date have not been adequate or optimal; secondly, currently the esports coaches or coaches themselves have not been provided by the relevant agencies and there has also been no socialization regarding the coaching of esports athletes themselves; third, Dispora has not carried out and organized events or competitions because there is no readiness to organize the event itself; And fourth, until now the Dispora has not carried out its own selection process but rather the selection process is carried out directly by the respective communities.

This research aims to analyze celebrity involvement after the change in the Parliamentary Threshold of 4 percent which was first set in 2012 and implemented in the 2014 elections. Therefore, the implementation of the Parliamentary Threshold regulation actually brought controversy and criticism from various parties up to judicial review. One of the aspects that is considered controversial about the parliamentary threshold is that there are indications that it makes it difficult for political parties to contest in general elections, so that political parties are starting to recruit as many celebrities as possible, especially those placed in legislative elections. This research uses a qualitative-descriptive research approach with the library research method. Researchers collected research from 2011-2023 via Google Scholars related to celebrities or artists who participated in political contestations, especially in legislative general election contestations. From the data collection process, this research found two urgencies that had not been examined by previous research, (1) there was a change in the Parliamentary Threshold rules, resulting in political parties becoming more aggressive in involving celebrities in the Legislative Election contestation who were used as vote-getters to help vote. other political candidates. Second, political parties, in involving celebrities as legislative candidates, use the Son of the Soil strategy, namely being placed according to their respective regions, both in terms of place of birth and descent from the electoral district.

Analisis SWOT dan Framework Implementasi Strategi Pengembangan UMKM 中小微企业发展的 SWOT 分析和战略实施框架

Magelang City UMKM actors operate in three fields, namely industry, services and trade. The development of UMKM actors in Magelang City from 2020 to 2022 experienced fluctuations. UMKM players are encouraged to expand their marketing through market places. The emergence of various digital platforms indicates that UMKM players are in the era of globalization. The development of UMKM which is accompanied by environmental changes must be adjusted to approproate strateges such as SWOT analysis approach. The aim of this research is create a model or framework for implementing UMKM development strategies in Magelang City. The research method is qualitative with a SWOT analysis approach (identification of strengths, weaknesses, opportunities and threats). The location of the research was in Magelang City. Informants were selected using a purposive sampling technique, including heads of UMKM associations, trader coordinators and regional apparatus organizations related to UMKM empowerment. Data collection was carried out by interviews, observation and documentation. This research identified 6 strengths, 7 weaknesses, 7 opportunities and 4 threats. From this identification, 16 strategies were produced in the form of 7 SO strategies, 3 WO strategies, 3 ST strategies, and 3 WT strategies. After that, a strategy implementation framework was formulated which focused on the classification of action planning for UMKM actors by paying attention to SO, WO, ST and WT strategies. All of these strategies are classified into four components, including optimizing the availability of human resources, utilizing external programs and technology, obtaining and using business legality, and forming branding and business characteristics.
