The SPA-fuzzy method is utilized to establish the membership functions for fuzzy assessment, taking its advantage in comparing identity, contrary and discrepancy features of two different sets. In this study, the WFPN is redefined to model relationships between assessment factors, and the matrix-based fuzzy reasoning algorithm is provided to assess the factors in parallel.
