The study aims to analyze the relationship between university, companies, and government in technological parks in the implementation phase in Brazil. Using documentary analysis and asymmetric observation, 82 documents from three poles were examined from the perspective of speech act theory. Seven units of analysis were established: introductory aspects, innovation, infrastructure, institutional feasibility, organizational identity, organizational environment, and local culture. The sample included the Technological Park of Brasília - BIOTIC in Brasília, the Technological Park Foundation of Santos, São Paulo State, and the Scientific and Technological Park of UFRGS, Porto Alegre. The results indicate that cooperation among these actors is essential for the development of technological parks, contributing to the creation of sources of knowledge, innovation, and entrepreneurship. BIOTIC and Zenit Park are initiatives born from the academic environment, contrasting with the technological parks of Santos, mainly driven by the government sector. This distinction highlights different models of development and support for technological parks in Brazil, reflected in their structures, operations, and regional impacts. The research concludes that the construction of the triple helix is catalyzed by the collaboration of these actors, especially regional governments interested in fostering the economy.
