Traditional legislative procedures relies on bulky paper-based workflows, are now undergoing a paradigm shift toward digitalization. This transition indicates a new period of efficiency, transparency, and accessibility in the management of legislative affairs. Legislative management is the administrative and operational support of the legislative process in involving lawmaking processes and the tools that make passing legislation possible. This research explores the current digital proficiency of the users of the Legislative Management System (LMS) of the Sangguniang Panlungsod (SP) of Baguio and its effect to their performance in the use of said system. The SP-LMS was designed in the year 2013 and was implemented in the year 2015, particularly focusing on their evolution from traditional paper-based methods to modern digital solutions. Looking deeper into the advantages inherent in this transition, the researcher seeks to provide a comprehensive understanding of the transformative potential this system holds for legislation in the City.
