Based on the findings, despite the considerable number of projects carried out with Syrian refugees, the absence of a dedicated methodology to measure changes in participants’ human capital and life satisfaction poses significant challenges in evaluating project outcomes. In this research, I propose a five-step method for assessing the impacts of NGO-applied projects. 摘要

自叙利亚难民抵达土耳其以来,非政府组织(NGOs)为满足难民需求而设计的项目数量稳步增长。在现有研究中,尚未从人力资本和生活满意度的角度对非政府组织为叙利亚难民开展的项目进行评估。鉴于非政府组织在东道国实施社会政策方面发挥着至关重要的作用,对其项目对目标群体的影响进行透彻分析已成为当务之急。本研究的目的是评估非政府组织员工认为非政府组织项目中人力资本和生活满意度的重要性。研究人员对伊斯坦布尔的国内和国际非政府组织代表进行了半结构式访谈,以探究项目对叙利亚难民的影响。根据研究结果,尽管针对叙利亚难民开展了大量项目,但缺乏专门的方法来衡量参与者人力资本和生活满意度的变化,这给评估项目成果带来了巨大挑战。在本研究中,我提出了一种分五步评估非政府组织应用项目影响的方法。该方法承认了现有的局限性,并促进了评估过程的改进。
