摘要

中国可再生能源投资组合标准被称为可再生能源消费保障机制,是中国可再生能源的核心消费政策,但现行法规缺乏惩罚和激励措施,可能无法有效约束双碳目标下可再生能源占比高的电力系统。我们对现行政策进行了分析,提出了可整合的惩罚和激励措施,并对需要遵守政策的实体进行了问卷调查,了解对拟议措施的接受程度。在此基础上,构建了政府、售电方和购电方的演化博弈模型,模拟了不同的奖惩组合。结果表明,合理的一揽子政策应包括严厉的惩罚和有吸引力的激励措施,如暂停营业执照和提供优惠的信贷服务。最后选择合理的措施,为优化政策性可再生能源消纳保障机制提供政策实施方案。
