The framework conditions for implementing the SC strategy are rather neglected. 摘要

智能城市(SC)成为欧盟最大的研究计划(地平线欧洲)的一项关键任务。今天,随着新冠肺炎疫情等外部冲击,城市向智能化、做出明智决策和加强抗灾能力的转变正在升值。找到变聪明的方法比以往任何时候都更重要。由于文献大多涉及优秀案例,因此在本文中,我们使用案例研究方法分析了一个表现不佳的城市的供应链战略:匈牙利布达佩斯、中东欧。我们发现,在布达佩斯的案例中,SC战略使用自上而下的方法,过度部署技术解决方案来管理城市可持续性问题,而不是使用自下而上的整体方法。实施供应链战略的框架条件被忽视了。就合作模式而言,布达佩斯采用的是双螺旋模式,而不是三螺旋或四螺旋模式。
