Through a case study of Shanghai, the article constructs a political interest–fiscal opportunity cost–manpower input cost model to explain the gaming behaviour of superior and subordinate governments. 摘要:本文运用演化博弈论理论,对中小企业创新配套资金政策实施过程中不同情景下上下级政府的策略进行了逻辑一致的解释。本文以上海市为例,构建了一个政治利益-财政机会成本-人力投入成本模型来解释上下级政府的博弈行为。进一步明确了下级政府与企业合谋不提供配套资金的新型项目异化形式及其产生的原因。
