摘要

政府驱动的产业集群之所以受到学术研究和实践领域的广泛关注,主要是因为其对区域经济增长和可持续创新绩效的贡献。本文研究了政府驱动的产业区对信息通信技术产业新技术型企业效率的影响。利用韩国独特的创业数据集进行元前沿分析,我们发现政府提供的工业区与其他地区相比,提高了企业效率水平。具体而言,位于工业区不仅提高了个别初创企业的效率,而且对企业可以达到的最高效率水平也有积极的影响。研究结果表明,公共行政的区位支持,如公用事业基础设施、税收优惠和企业间非正式网络机会,增强了企业寻找和组合资源以创造新市场和创新的动态能力,尤其是对新成立的技术公司而言。
