Using the concept of intergenerational contract, we found the four waves have distinct parental investment strategies in relation to their migration background, which comes along with their different educational needs. After carefully reviewing China’s policies in overseas education in terms of the assumptions, purpose and background of their implementation, we argue that these policies are outdated and serve the needs of only a limited number of Chinese immigrants due to their ignoring the variety of certain intergenerational contracts. 摘要

本文评估了中国为海外华人提供教育支持的政策是否符合当前世界各地华人移民的教育需求。首先,本文介绍了当代中国四次全球移民浪潮的不同移民背景:劳动力移民到全球北方、留学生在全球北方、商人在全球南方和新贵投资者在全球北方。利用代际契约的概念,我们发现这四波人的父母投资策略与他们的移民背景有关,而移民背景又与他们不同的教育需求有关。在仔细审查了中国海外教育政策的假设、目的和实施背景后,我们认为这些政策已经过时,只满足了少数中国移民的需求,因为他们忽视了某些代际契约的多样性。最后,对政策制定者提出了一些具体的建议。
