A ‘New Normal’ or Returning to the ‘Old Normal’: Deteriorating US–China Relations, Chinese Americans, and the Future

State and public suspicion and hostility toward Chinese Americans are at all-time highs. Or are they? Conditions are certainly bad, the worst in decades, and resemble the 1950s in the US. We are returning to the old “normal” in the lives of Chinese Americans. Can we expect significant improvement if US–China state relations improve? It is doubtful and Chinese Americans must temper our expectations of what life might be like in the US for the foreseeable future.

This essay, based on a 2022 plenary presentation at the International Society for the Study of Overseas Chinese conference, details the state of anti-Asian American racism from 2020 through 2022. First, it describes the nature and extent of the discrimination. While the media presented the issue as one of hate crimes, the vast majority of hate incidents involved verbal harassment and shunning/avoidance. Second, it reviews the sources of the surge in racism. Political rhetoric and social media re-ignited Yellow Peril fears, leading to the scapegoating of Asians in the US for COVID-19. Third, it considers the traumatizing impact of this spate of racism. In particular, Asian Americans have suffered severe economic distress, have borne the disproportionate brunt of exclusionary public policies, and have been traumatized by the violence of the past three years. The essay concludes with how the Asian American community has resisted with the largest panethnic movement in its history.

Rethinking the Gay Chinese Migrant through the Prism of Migration Aspirations

Abstract On the basis of data gathered by two independent ethnographic studies of gay Chinese migrants in France and Belgium, this paper aims to identify the role of intersecting and parallel aspirations which shape their migration trajectories toward Western countries. These aspirations include motivations to respond to or appropriate traditional family configurations, imaginaries that characterize the countries of destination, the desire to fulfill same-sex sexual and relationship goals, as well as class, educational, national, and ethnic affiliations. Using concepts of intersectionality and super-diversity, this paper further argues that the simultaneous and overlapping nature of these motivations deserves to be discussed as a subset of current Chinese diasporas.

Abstract The arrival of the Covid-19 pandemic brought significant life changes and acted as a point of rupture for many people around the world. Using mixed methods research, this article explores how the pandemic scenario affected the organization and conceptualization of the Chinese New Year Festival in Barcelona, as well as how people participated in the festivities. Having been canceled in 2020, when everything was ready to go in 2021, its transition to a virtual event entailed changes in its format, content, and scope, leading to new synergies and ways of understanding the festival. First, the virtual format enabled the participation of new actors within and beyond the Chinese diaspora, resulting in a shift of visibility. Second, new (non-folkloric) spaces for participation served to diversify the esthetics, aims and scope of the festival, with the global economic crisis and its local impacts as key factors. Finally, while the virtual format limited the festival’s local impact, it stimulated new transnational dynamics and facilitated an increase in the number of global attendees.

The Impact of International Education and Cultural Empowerment in the Global Job Market

Abstract This article challenges the idea that international education only has positive spillover effects on the students going through it, assessing students’ capacity to understand and, if possible, explore new working opportunities in the host country. It discusses to what extent an international education experience and regular exposure to an alternative educational, social, and working environment could provide opportunities for students to broaden and deepen their views and perceptions of the world, and to use cultural capital gained from international mobility to increase their employability in the global job market. Based on a study conducted among a small group of Chinese students based in France, this article highlights when, how, and under which circumstances students’ mobility capital is understood and explored as a new source of economic opportunities, discussing motivations and integration in the experiences of Chinese international students.

Abstract This article focuses on the political engagement and professionalization of French youth of Chinese origin through a case study of the Association of Young Chinese in France (Association des Jeunes Chinois de France, AJCF ), acting as a springboard toward political professionalization. It relies on several qualitative studies recently carried out in the Paris region, with French associative and political actors of Chinese origin. After analyzing the raising of awareness regarding anti-Asian racism as a key factor in the political socialization and engagement of French Chinese youth, the article shows that being a leading member of the AJCF allows one to build a social network of contacts among political actors and affirms that this acquired political capital is one of the catalysts for being identified and recruited by political authorities at the local level, as a step toward the development of an electoral career.

Transnational Mobility of Chinese Students in Portuguese-Speaking Countries: The Role of a Non-hegemonic Language

The idea that the acquisition of and proficiency in non-hegemonic languages can be pivotal to international student mobility has thus far been insufficiently addressed. In this paper, we draw on 23 in-depth interviews with Chinese students to explore this question, showing how the perception of Portuguese-language learning and practice at Lusophone Higher Education Institutions (e.g., in Portugal, Macao, Angola, and Brazil) represents a decisive trigger for studying abroad, and an alternative strategy for acquiring linguistic capital in a non-dominant language in which skills can be converted into competitive resources on future professional paths. We conclude by arguing for the need to address this blind spot in transnational student mobilities, and by positioning “language acquisition and proficiency” as a structuring dimension, not just of the processes by which students decide to move, but also of their imaginaries of preparedness for their future career trajectories.
