Using the example of Iran, the paper examines the use of PL to assess key initiatives in the field of science, technology, and innovation over the past two decades. Field research allowed to identify the main policy goals, analyse their evolution and the changes in the perception of previously made decisions by politicians themselves. The active use of technical and conceptual PL indicates a relative progress in adjusting the policy vector. At the same time partisan policy learning remains common, applied to legitimise the current course, which indicates insufficient maturity of Iran’s political system (as is the case in many other developing countries). 摘要

除了“塑造未来”的工具(如预测、情景规划等)外,许多国家还使用“回顾”的方法来制定转向新经济模式的长期战略。对成就和失败(或政策学习,PL)的回顾性评估有助于吸取教训,提高创新政策的有效性。本文以伊朗为例,探讨了在过去二十年中使用PL来评估科学、技术和创新领域的关键举措。实地研究可以确定主要的政策目标,分析它们的演变以及政治家自己对以前作出的决定的看法的变化。积极使用技术和概念PL表明在调整政策矢量方面取得了相对进展。与此同时,党派政策学习仍然普遍存在,并被用于使当前进程合法化,这表明伊朗政治体系不够成熟(与许多其他发展中国家一样)。本文的结论是,要取得真正的进展并提高创新政策的有效性,应该应用技术、概念和社会的创新政策,同时尽量减少使用党派政策学习。
