Starting from the normative inflation and the emergence of new actors concerned with the issue, the question is: to what extent has terrorism forced the reconfiguration of the governing principles of navigation on the high seas? The research, anchored in the deductive method and in literary and normative sources, is divided into three sections. It is concluded that there is a different reassessment of the principles of the law of the sea.
