However, the theoretical postulates and results of various analyzes built with or from the communities have not always been taken into account in the definition of legislation and the construction of national public policies. Given this scenario, through a documentary methodology and legislative analysis, this work generates a brief review of the theoretical positions taken up in recent decades by the Mexican State, emphasizing the moments of close connection with theory and pointing out the processes that have limited citizen participation.
