The methodology used is based on a unique case study with a participatory action research strategy that interacts with and involves the sample as a transforming actor of its reality. The results show a low level of development of the strategic, operational and infrastructure capacities of knowledge management due to low investment in functional, productive and technological aspects, which prevents a proposal of sustainable value.
