摘要

全球都对智能城市感兴趣,它不仅是一个运营概念,也是欧盟凝聚力政策、联合计划、项目和倡议的一种资助机制。根据欧盟委员会的说法,智能城市是一个通过使用数字和通信技术提高传统网络和服务效率的地方,有利于其居民和企业。城市治理作为城市一体化发展的工具,在提升智慧城市方面具有重要的分权标准作用?在较发达国家和地区的表现。与此同时,非欧盟成员国的东南欧国家(包括塞尔维亚)在这一问题上落后了。鉴于城市治理在智慧城市背景下的应用在塞尔维亚可以被视为一种实用的创新,本文介绍并讨论了该领域的现有技术。所提出的研究结果源于2018/2019年INTERREG项目CLEVER的合作参与——共同设计开发价值和增强韧性的智能本地解决方案。
