The text proposes a comparison of the internalization program, in its local outlines in Caicó, with the solidarity resettlement program previously researched in other regions of the country, suggesting that there is a continuity of some administrative traditions of people in exodus and, at the same time, pointing out significant transformations in the administration of migratory affairs in recent years.
