E-learning is a part of the knowledge management tools, which is widely used in companies and universities for the knowledge dissemination. KM methods are used in the system of education management to solve problems of innovative development for educational institutions. The main goal of knowledge management is to support the innovative activities of lecturers and researchers. The development of elearning courses is an example of innovative activity at the university. Elearning course contains the results of scientific and methodical activities of the Faculty, and it is a ready-made innovative product of the university. The technology and methods of e-learning have already became an essential support tool for the training process at the leading universities in Russia and in the world. The scientific novelty of the research is to identify the KM levels in the development of e-learning courses. The paper shows KM levels in e-learning: individual, team, university, inter-university and global. There is a paradoxical situation in the academic environment. Many universities are willing to support free access to its educational content through the platform of open educational resources (OER), or massive open on-line courses (MOOC), however, the development of inter-university courses often is an initiative of self-organizing authors’ groups. The development of each KM level in the university is the basis for the complete work at a higher level. 摘要

知识管理(KM)的发展从一开始就与电子学习密切相关。电子学习是知识管理工具的一部分,广泛应用于企业和高校的知识传播。在教育管理系统中运用知识管理方法,解决教育机构创新发展的问题。知识管理的主要目标是支持教师和研究人员的创新活动。电子学习课程的开发是该大学创新活动的一个例子。电子学习课程包含了学院科学和有条理的活动成果,是大学现成的创新产品。电子学习的技术和方法已经成为俄罗斯和世界一流大学培训过程的重要支持工具。本研究的科学新颖之处在于确定了电子学习课程开发中的知识管理层次。本文从个人、团队、大学、校际和全球四个层面分析了电子学习中的知识管理水平。学术环境中存在着一种矛盾的情况。许多大学都愿意通过开放教育资源(OER)平台或大规模开放在线课程(MOOC)来支持其教育内容的免费访问,然而,校际课程的开发往往是自组织作者群体的主动行动。高校各层次知识管理工作的开展是完成更高层次工作的基础。大学知识管理水平的确定有助于制定全面的电子学习战略,旨在创建在线课程和电子学习发展,这在全球信息环境中极为重要。
