It observes combinations between language, technology and information in social information practices and activities during the Covid-19 pandemic. Theoretical-conceptual framework analyzes the social uses of ICT from the perspective of the French school: the strong relationship between the human condition of existence and processes of control of communication, use of language and fake news mediated by the intensive use of ICT. It delimits two contexts for analysis: the organizational spaces of Brazilian federal public universities dealing with the coevolution between public policies, institutions and technological development; and experiences in the use of technologies by social minorities with less access to information. In both, the technologies provide new resources for producing opportunities to improve previously established limits. Methodological procedures: uses systematic bibliographic research in the field of Communication and Information Science to discuss the concepts of social use of ICT with an emphasis on the French school and the challenges, in the scenario of the Covid-19 pandemic, about the social uses of ICT in social interest organizations and minority groups with little access to information. Results: expects the recognition of mutual influence in order to reformulate, in the terms of Gonzalez de Gomez (2004), the alliances between subjects (groups and organizations), information and means (technologies).
