The necessity of improving the criteria characterizing the condition of the highway at this stage, taking into account both the structural properties of the pavement and functional parameters reflecting the comfort and safety of users, is noted. As the main indicator of the condition of the highway at the operational stage of the life cycle, an indicator is proposed – the total energy dissipation. The possibility of using the indicator \"total energy dissipation\" is considered - as an integral criterion characterizing the operational stage of the life cycle of a highway, taking into account the cumulative effect of transport loads, the structural condition of the pavement and the influence of various types of control actions on the change in the duration of its service life, and the results of modeling the influence of control actions in the form of repairs on the change in the actual curve of total energy dissipation are presented, the prospects for the development of this indicator as the main one, to implement the \"life-cycle assessment\" methodology, assuming the allocation of the total energy dissipation – \"dangerous\" energy spent on the destruction of the pavement of the highway, as well as the share of energy correlated with the fuel costs of users, and acoustic pollution of the environment from the traffic flow.
