Orang-orang dengan yang terakhir seringkali membutuhkan pemantauan dan dukungan jangka panjang untuk mencapai kesehatan yang baik, akan tetapi sistem pelayanan kesehatan masih belum maksimal. Studi ini bertujuan untuk meninjau literature-literture penetian mengenai faktor-faktor yang menghambat tercapainya standar pelayanan minimal pada penderita diabetes mellitus. Proses pencarian literatur dilakukan pada database Google Scholar, Portal Garuda dan Research Gate. Kata kunci yang dalam pencarian artikel adalah “standar pelayanan kesehatan” AND “diabetes melitus”, AND “puskesmas”. Dari hasil pencarian di temukan 231 original artikel yang diterbitkan pada tahun 2018 sampai 2023, lalu artikel tersebut dipilih sesuai dengan kriteria inklusi. Sehingga di dapatkan 6 artikel yang memenuhi kriteria inklusi.Berdasarkan 6  literatur menunjukkan bahwa ada beberapa faktor yang mempengaruhi standar pelayanan minimal di puskesmas pada pasien diabetes mellitus diantaranya; pelaksanaan SOP yang belum berjalan dengan baik, sarana dan prasarana yang belum memadai, kurangnya kesadaran masyarakat dalam melakukan skrining, dan SDM yang kurang memadai dan kurangnya pelatihan tenaga bagi kesehata. Pelaksanaan pelayanan kesehatan pada penderita diabetes mellitus masih belum sesuai dengan Peraturan Menteri Kesehatan Republik Indonesia Nomor 4 Tahun 2019. Untuk itu di harapakan ke depannya perbaikan secara terstruktur dan adminitratif dalam mempercepat pelayanan. Kata Kunci: Diabetes Melitus, Standar Pelayanan Kesehatan, Pusat Kesehatan Masyarakat.  ABSTRACT  Diabetes mellitus is a degenerative disease that occurs due to an imbalance in the amount of insulin in the body. Diabetes can develop into a complicated disease that can cause various microvascular and macrovascular complications. Diabetes mellitus is one of 12 indicators of SPM in the health sector that has been regulated by the government to ensure that every citizen gets quality health services according to their needs. This study aims to review various literature regarding factors that hinder the achievement of minimum service standards for people with diabetes mellitus. The literature search process was carried out on the Google Scholar database, Portal Garuda and Research Gate. The keywords used in the search for articles were \"minimum service standards in the health sector\" AND \"diabetes mellitus\", AND \"puskesmas\". 231 original articles were found published in 2018 to 2023, then the articles found were selected according to those that met the inclusion criteria. So that there were 6 articles that met the inclusion criteria. Some literature shows that there are several factors that affect the minimum service standard at the puskesmas for diabetes mellitus patients including, the implementation of SOP that have not gone well, inadequate facilities and infrastructure, lack of public awareness in conducting screening, and inadequate human resources and lack of training of health workers. 摘要
