The aim of this work is to interpret aspects of nature, motor transsmition, institutional precense and issues of competence in public administration on the basis of recognized features of labor. The studied approach is a specific moderator: both a disciplining and productive factor of labor in public administration, which finds manifestation with the spatial presence of the competence vector in the regulations of the activity of public administration. 摘要

以能力为基础的方法是公共行政人力资源管理的核心。它反映了劳动力作为人口和企业服务、规范性文件和专家咨询产品的创造者在其中的战略地位。这项工作的目的是在公认的劳动特征的基础上,解释自然、运动传播、制度存在和公共行政能力问题的各个方面。本文研究的方法是一个特定的调节因子:既是公共行政劳动的规训因素,又是公共行政劳动的生产因素,其表现形式是胜任力向量在公共行政活动规则中的空间存在。在保加利亚公务员制度方面,能力是一个关键的发展优先事项。
