The aim of this work is to interpret aspects of nature, motor transsmition, institutional precense and issues of competence in public administration on the basis of recognized features of labor. The studied approach is a specific moderator: both a disciplining and productive factor of labor in public administration, which finds manifestation with the spatial presence of the competence vector in the regulations of the activity of public administration.
