Contrary to expectations, hierarchy arrangements responded with agility and delivered services substantially. Preexisting collaborative arrangements had limited adaptability due to non-convergence of expectations and reduced dependence, leading partners to choose alternative venues rather than engaging in bargaining and negotiation.
