Abstract

中国典型新兴产业专利质量测度与比较
分析了专利质量的概念和专利质量评价的现状,设计了技术分类体系和专利检索策略,建立了石墨烯产业专利特征信息数据库。从技术质量、法律质量、经济质量三个维度,从专利创造、专利申请、专利审查、专利授权四个形成阶段,构建“三个维度——全过程”的专利质量评价体系。根据总量、复合增长率、专利授权人类型、技术子领域、质量子维度等指标,对中国31个省份的石墨烯产业专利质量进行了系统测度,并比较了专利质量的不同特征。研究结果包括各区域专利质量特征、基于专利特征的区域分类、专利质量相对高的区域分布和专利质量发展潜力较大的区域分布。试图为进一步监测不同地区石墨烯产业专利质量,制定提高专利质量的政策,促进相关战略性新兴产业创新发展提供有效参考和准确方向。
