Abstract
This paper presents and demonstrates, through a case study, the effectiveness of active traffic and demand management (ATDM) for a congested Interstate 70 corridor. Specifically, the ATDM strategies examined, in this study, focus on departure time adjustment under a financial incentive framework and Hard Shoulder Running. A traffic-simulation and assignment model was used to cast realistic travel choice analyses. The effectiveness of ATDM strategies in mitigating corridor congestion is verified by a set of comprehensive comparisons with different level of incentive magnitude. The result shows that combined use of several ATDM strategies is promising in significantly reducing the current congestion on I-70 corridor due to seasonal tourist traffic.
