One test condition involved frost on all exposed surfaces. Considerable differences in stabilization times and starting times were observed, especially at the coldest temperatures. Recommendations were provided for purchasers, manufacturers, distributors, and standards bodies to help ensure the successful application of CF products. The results suggest that one should not assume that CF products will always deliver comparable illumination as incandescent products of the same lumen value. Abstract
