Despite the changes in the era of security threats, the government is holding back effective crisis management due to the fact that it is separated from reality, weak control towers, and lack of presidential leadership. To improve this, first, the revision of the law, such as the “Cyber Announcement Act” that meets the security environment, is the second, the operation of the security control tower coordination system and the unification of the chief of the company. Third, the establishment of the pseudonym “National Core-Based Protection Agency” is necessary. Fourth, it is necessary to prepare laws related to the voluntary compensation treatment for victims of unconstitutional commitment. Finally, participation such as Quad and Five-eyes is needed to share accurate information.
