Abstract
In this paper, we describe PACOL (Panoramic-Collaboration), a decentralized and multi-layered architecture of runtime environment for service collaboration. We illustrate by a case study why it is designed as a decentralized control architecture, and why it is designed to support multi-tenants and service solution evolution and continuous optimization.
