By studying the conflict characteristics between different planning stages, the progressive planning method is proposed. Comprehensively consider economy, environmental protection and reliability to build a distributed photovoltaic and energy storage collaborative progressive planning model. COBL-PSO algorithm was used to solve the problem, and a collaborative progressive planning scheme of distributed photovoltaic and energy storage was obtained.
