The information and communication technologies (ICTs) have contributed dramatically in establishing the information and yet the knowledge society. The continuous decreasing investments costs facilitates individuals, businesses, administrations their inclusion in the world wide knowledge society. The advent of low-cost infrastructure, in particular for PCs and laptops as well as for other communication equipment like the mobile phone, offer unique opportunities for joining the main evolution especially for learning and education.
