Abstract

The “Housing with Limited Property Rights (HLPR)” has become a very serious problem confronted within Chinese urban development. This paper attempts to unveil the formation mechanism of the HLPR in Nanjing. It first provides the research background and then reviews the most important literature on this issue. Subsequently, this paper puts forward a conceptual framework which is mainly based on theory of space, power and resistance. “有限产权住房”已成为我国城市发展中面临的一个非常严重的问题。本文试图揭示南京市高水平城市规划的形成机制。本文首先提供了研究背景,然后对这一问题的重要文献进行了综述。随后,本文提出了一个以空间、权力和抵抗理论为基础的概念框架。本文在简要介绍南京市高水平社区建设概况的基础上,分析了星尾村高水平社区建设的形成机制及存在的问题。本文认为,正是国家权力在农村土地征收过程中的实践、村民委员会所面临的极其紧张的财政状况及其与财政状况相关的政治认同相互整合,产生了占用集体所有土地进行房地产开发的违法行为。
