Abstract
This chapter spells out the environmental challenges and problems which are making traditional approaches to security problematic, if not dangerous. It explains why necessary international cooperation has proved so difficult to achieve, despite its increasingly obvious necessity. It is suggested that the EU is still the best example of international institutional cooperation, despite its current problems.
