Just as Internet governance has come to be seen as inherently global, for example in supporting cybersecurity (Creese et al., Chapter 9, this volume), there are forces pulling in opposite directions, such as efforts to localize data, and global platforms privatizing governance within business and industry (Casilli and Posada, Chapter 17, this volume).
