In the context of Higher Education, specifically on student development, the worrying part is making poor decision due to incomplete, inaccurate and unreliable data. Structuring large volume of data is challenging despite numerous tools in data management. This is because managing data of student development involves multi- layer and cross functional departments. Therefore, designing and developing data governance framework is essential to assist university produce quality data. This paper aims to present a literature review conducted to classify principles in designing data governance framework that have been debated in previous study. It includes identifying roles and accountability being assigned in each decision- making area in data structure of student development.
