Turbocharge Higher Learning Institutions using Academic Entrepreneurial Engagement and Innovative Capability 利用学术创业参与和创新能力为高等教育机构提供涡轮增压

Institutions of Higher Learning requires a more inclusive thinking, and entrepreneurial mindset-driven workforce with adequate innovative capability. Little is known on how academic engagement in entrepreneurial activities relate to their innovative capability on the job. Accordingly, this study presents a conceptual framework of the determinants for academic entrepreneurial engagement and the effects of their engagement on innovative capability to turbocharge IR4.0 Education ecosystem. The study will draw on a framework to explain the determinants of academic entrepreneurial engagement. The conceptual framework will be helpful to further advance the motivation, ability opportunity framework to investigate the factors of academic entrepreneurial engagement and innovative capability.

Optimization of Patients Turnaround Time: A Systematic Review of BLE-Based IOT Solutions 优化患者周转时间:基于ble的物联网解决方案的系统回顾

Patient Turnaround Time (PTAT) is the extent of time where a patient is being processed from the start at a hospital until the patient is allowed to go back home. Currently, PTAT in general hospitals around the globe has been highly time consuming as there are a lot of processes to be conducted and patients being untraceable as they go wandering waiting for their turn. Thus, in this paper, we proposed a contemporary Bluetooth Low Energy (BLE) based IOT solution in optimizing PTAT that will enable hospitals to: (1) determine Real-time Patient Localization, (2) determine Patient Movement Monitoring using meta-analysis from a systematic review. Although technological solutions exist for each of the elements stated, not many has been able to mold them into a single solution towards optimizing PTAT making it a novel approach to be used. The ultimate goal of this study is the improvement of total waiting time to be less than 60 minutes, which will be helping to reduce the waiting time by 33 percent and prevent patient missing the treatment.

A Research Framework of Service Efficiency of Chinese Government New Media during the Post-epidemic Period 后疫情时期中国政府新媒体服务效率研究框架

As main body with the functions of information dissemination and multi-connection, the new media platform includes mainstream media, government accounts to social media. The setting of news topics in mainstream media and government new media has strengthened positive emotions. The rich emotional opinions of new media users and media content have been integrated into a new situational system, which has deepened the dissemination and influence of new media content. During the post-epidemic period, Chinese government new media should continue to think about how to further improve the service efficiency of new media. In this regard, a unified research framework has not yet been formed. Therefore, this paper fills this gap by proposing a research framework that integrates multi sources of media platforms (i.e., government new media) during the post-epidemic period. Based on the previous literature review and data collection, this research proposes that the subject content and user emotions of new media are two key factors affecting the efficiency of government new media services as well as the core tasks for the new media operation; then select some typical government new media accounts for case analysis by using the content analysis method and sentiment analysis method. Finally, the research focuses on putting forward practical measures to improve the operation of government new media, such as how to expand user participation through topic content editing and user comment observation, and how to encourage them to participate in the dissemination, reporting, verification and rumor refuting of major social events in the post-epidemic period.

Digital Nomads: A Systematic Literature Review 数字游牧民族:系统文献综述

With the recent growth and popularity of the concept “Digital Nomads” (DN) in industry, practitioner's outlets, and publications within the areas of information technology and tourism, this paper aims to address the question, “How academic research on Digital Nomads has developed within information systems discipline?”. To get a better understanding of the research question, the authors conducted a systematic review of the publications available in the Association for Information Systems e-Library to examine the current state of research on DN within the area of information systems (IS). By following guidelines established for conducting reviews of literature in IS, the authors identified 23 papers containing the keyword “Digital Nomads”. Further analysis of each paper revealed only 10 papers that directly addressed the topic of DN. This review paper has identified and presented various definitions of the concept of digital nomads / digital nomadism, a summary of objectives of identified articles, various characteristics of DN, the historical evolvement of the concept of DN, research methods/theories utilized in identified articles, and research gaps identified from relevant sample of articles. We conclude that further empirical research on this topic is needed since it has a significant impact on the future of digital work.

Identifying Contributing Factors for Malaysian ATM Information Exchange Framework 确定马来西亚ATM信息交换框架的影响因素

Growth in aviation traffic has its direct impact to the growth of information generated by air traffic management eco-systems. With advancement of sensors and complexity of information structure, sharing and distribution of these information has become a challenge to existing system capacity, infrastructure and policy governing the process. Using action research to analyze these issues, contribution factors in streamlining the information exchange conundrum of Malaysian ATM shall be identified. These factors coupled with reference to global standards and best industrial practices will be use as guideline to formulate the Malaysian ATM Information Exchange Framework.

Internet Usage Among Senior Citizens During Covid - 19 Covid - 19期间老年人的互联网使用情况

Senior citizens are an emerging population and with the recent spike of Covid-19, there is a need to minimize the digital divide among senior citizens to enable them to fully utilize the Internet for their needs. The Malay Mail Online on 24 September 2021 claimed senior citizens who are not fully equipped to conduct their lives online may be left behind when life in Malaysia has turned digital due to COVID-19 as education and support for the elderly is truly lacking. This research aims to identify senior citizens' Internet usage and perspective on their use of the Internet during the pandemic in Malaysia, to provide effective strategies to educate them in better use the Internet. The data are collected through interview with 10 participants. The questions were designed to collect data regarding participant's demographic profiles and information on Internet usage among senior citizens during Covid-19 pandemic in Malaysia. Thematic analysis was used to analyze the interview data to answer the research question and achieve the objective of this research. The findings of a high frequency of Internet usage through mobile devices for work and personal purposes have contributed to the knowledge on Internet usage among senior citizens and further educates senior citizens to enjoy the benefits of using the Internet during these trying times.

Students' and Parents' Online Behavior and Exposure towards Cyberbullying 学生和家长的网络行为与网络欺凌的暴露

With the propagation of cyberbullying, this paper attempts to propose a model based on Theory of Planned Behavior (TPB), integrating an external construct named cyber parenting. Cyber parenting has always been an issue in the community as there are gaps found in parents' digital literacy levels and actual practices with their children. Therefore, this paper aims to include this external construct and test the reliability of the proposed scale. The study was conducted by compiling relevant measures from various sources into two sets of questionnaires, followed by assessing the reliability of the scales based on the pilot testing's result. To achieve this objective, Group 1 respondents (students aged 18 years old and above) were assigned with cyberbullying questionnaire to study their online behavior, while Group 2 respondents (parents of Group 1 respondents) were assigned with cyber parenting questionnaire to study their parenting behavior. The findings show that 50% of the scales achieve an acceptable internal consistency. Several items from these scales were dropped and rephrased to enhance the reliability of the scale in studying students' and parents' online behavior and exposure towards cyberbullying.

Cyber parenting has always been an issue in the community as there are gaps found in parents' digital literacy levels and actual practices with their children. Therefore, this paper aims to include this external construct and test the reliability of the proposed scale. The study was conducted by compiling relevant measures from various sources into two sets of questionnaires, followed by assessing the reliability of the scales based on the pilot testing's result. To achieve this objective, Group 1 respondents (students aged 18 years old and above) were assigned with cyberbullying questionnaire to study their online behavior, while Group 2 respondents (parents of Group 1 respondents) were assigned with cyber parenting questionnaire to study their parenting behavior. The findings show that 50% of the scales achieve an acceptable internal consistency. Identifying Principles and Ownership of Data Governance Framework for Higher Education Institution 高等教育机构数据治理框架的原则与归属识别

Effective strategic planning and decision- making process is a complex process as it involves a large volume of data to produce quality information. In the context of Higher Education, specifically on student development, the worrying part is making poor decision due to incomplete, inaccurate and unreliable data. Structuring large volume of data is challenging despite numerous tools in data management. This is because managing data of student development involves multi- layer and cross functional departments. Therefore, designing and developing data governance framework is essential to assist university produce quality data. This paper aims to present a literature review conducted to classify principles in designing data governance framework that have been debated in previous study. It includes identifying roles and accountability being assigned in each decision- making area in data structure of student development. The information is then used to propose a conceptual framework to design data governance framework in the context of managing data of student development that can be aligned with higher education institution desired outcome.

Question Classification Framework for Helpdesk Ticketing Support System using Machine Learning 基于机器学习的Helpdesk票务支持系统问题分类框架

One of the elements that contribute to the nonuniformity of the question data in Helpdesk Ticketing Support (HTS) System is the diversity of services and users. Most questions that were asked in the HTS are in various forms and sentence styles but usually offer the same meaning. Various state-of-the-art machine-learning approaches have recently been used to automate the question classification process. Question classification, according to the researchers, is important to solve problems like helpdesk tickets being forwarded to the wrong resolver group and causing the ticket transfer process to take effect, and to associate a help desk ticket with its correct service from the start, reducing ticket resolution time, saving human resources, and improving user satisfaction. The key findings in the exploration results revealed that in HTS, tickets with a high number of transfer transactions take longer to complete than tickets with no transfer transaction. Thus, this research aims to develop an automated question classification model for the HTS and proposes to apply the supervised machine learning methods: Naïve Bayes (NB) and Support Vector Machine (SVM). The domain will use a readily available dataset from IT Unit. It is expected that this study will have a significant impact on the productivity of technical and system owners in dealing with the increasing number of comments, feedbacks, and complaints presented by end-users. This paper will present related works and research frameworks for automated question classification for HTS.

Traceability-Technology-Training (3T) Framework for Halal Logistics at Small Medium Enterprises 中小型企业清真物流可追溯性-技术-培训(3T)框架

With the hype of blockchain technology in realizing the fourth industry revolution (4IR), it is perceived that there are challenges in terms of commitment among the companies involved in the supply chain, mainly the small and medium enterprises (SMEs) performing the logistics operations. In order to be the leading global Halal hub, Malaysia needs to support these companies to ensure that halal traceability issues could be solved with the technology for 4IR. In most cases, only manufacturer or producer is required to be awarded with halal certification, instead of every company within the supply chain, which mainly covers the whole logistics operations. Regardless of the halal integrity at the source, the halal compliance and traceability during the logistics processes would be in question if the products are not handled properly or being mixed with non-halal products along the supply chain. This research has conducted interview survey on logistics SMEs in Malaysia to investigate the issues regarding implementing new technology for halal traceability. As a result, this paper proposes a conceptual Traceability-Technology-Training (3T) Framework as a guide for the governing bodies to support the halal logistics initiative at company level, with bottom-up approach.
