Management information system development for the substance abuse treatment system: the Portland target city experience

Abstract

SUMMARY The Portland Target City Project has implemented a comprehensive management information system that creates a wide area network linking central intake and all service delivery units in the public alcohol and drug treatment system. This system provides the infrastructure to facilitate automated client assessment, referral, and service tracking. Using Client/Server technology with extensive graphical elements, the information system also supports management and planning for the overall treatment system, Medicaid managed care efforts, and extensive program evaluation efforts.
