Inclusive education is one of the mandates that must be realized in The UNCRPD but Indonesia not yet to realize the fulfillment of inclusive education for persons with disabilities. The arrangements for inclusive education in Indonesia are only technically regulated up to primary and secondary education. There are many problems regarding the fulfillment of inclusive education like educational facilities and teaching methods are not yet accessible, The inclusive education system in Indonesia has not yet been built systematically, etc. Indonesia need to make National Strategy to realize Inclusive Education. This research emphasizes the responsibilities of the state in the fulfillment of inclusive education for persons with disabilities in Indonesia.
