This paper presents an improved Delphi-AHP-TOPSIS method. Firstly, Delphi method is used to determine the main evaluation criteria and sub-criterion by experts. Secondly, the analytic hierarchy process (AHP) is used to compare each index. After that, the relative weight of the criteria is determined through the subjective judgment of many expert. Thirdly, the decision-making scheme is scored and ranked based on the technique for order preference by similarity to ideal solution (TOPSIS). Finally, the improved method is compared with the single AHP or TOPSIS method by introducing the adjacent scheme differentiation method.
