Abstract
The article contains an analysis of the democratic process in the West African states. The democratic process, widely imposed by Western countries and international institutions on extroverted African states with weak institutional capacities, is an obstacle to the development of some of these countries. If paradigms come from international prescriptions, then the transfer of public policies goes through complex processes of rethinking and selective adoption.
