درجة ممارسة الرقابة الإدارية في مديريات التربية والتعليم بمحافظات غزة من وجهة نظر رؤساء أقسامها

Abstract

هدفت الدراسة التعرف إلى درجة ممارسة الرقابة الإدارية بمديريات التربية والتعليم بمحافظات غزة من وجهة نظر رؤساء أقسامها، والكشف عما إذا كان هناك فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05 ≥α) بين متوسطات درجات تقدير أفراد العينة لدرجة ممارسة الرقابة الإدارية بمديريات التربية والتعليم بمحافظات غزة تُعْزَى لمتغيّرات: (الجنس، والمؤهل العلمي، وسنوات الخدمة)، وباستخدام المنهج الوصفي/ التحليلي، وبالرجوع للأدبيات السابقة، تم بناء استبانة تكونت من (40) فقرة موزعة على (4) مجالات، هي: (الهيكل التنظيمي، والأساليب الرقابية والإدارية، والاتصال والتواصل الرقابي، ونظام تقييم الأداء)، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة مكونة من (124) فرداً. وقد توصلت الدراسة إلى أن درجة ممارسة الرقابة الإدارية بمديريات التربية والتعليم بمحافظات غزة من وجهة نظر رؤساء أقسامها كانت “كبيرة”، ولم توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05 ≥α) بين متوسطات درجات تقدير أفراد العينة لدرجة ممارسة الرقابة الإدارية بمديريات التربية والتعليم بمحافظات غزة تُعْزَى لمتغيّرات الدراسة، وقد أوصت الدراسة بضرورة عقد لقاءات توعوية وإرشادية لرؤساء الأقسام لتثقيفهم وزيادة معرفتهم بالدليل التنظيمي المتعلق بالواجبات والمتطلبات. الكلمات المفتاحية: الرقابة الإدارية، مديريات التربية والتعليم، محافظات غزة. Abstract The study aimed to identify the degree of practice of administrative control in the directorates of education in the governorates of Gaza from the point of view of the heads of its departments, and to reveal whether there were statistically significant differences at the level of significance (α 0.05) between the mean scores of the sample members’ estimate of the degree of administrative control practice in the directorates of education in the governorates. Gaza is attributed to the variables: (gender, academic qualification, years of service), using the descriptive/analytical approach, and with reference to previous literature, a questionnaire was built consisting of (40) items distributed over (4) areas, namely: (organizational structure, supervisory and administrative methods, And communication and supervisory communication, and the performance appraisal system), and after verifying its validity and stability, it was applied to a sample of (124) individuals. The study concluded that the degree of administrative control practice in the directorates of education in the governorates of Gaza from the point of view of the heads of its departments was “significant”, and there were no statistically significant differences at the level of significance (α≤ 0.05) between the mean scores of the sample members’ assessment of the degree of practicing administrative control in the directorates of education. Education in Gaza governorates is attributed to the study variables. The study recommended the necessity of holding awareness and guidance meetings for heads of departments to educate them and increase their knowledge of the organizational guide related to duties and requirements.
