The author sums up four main factors that affect the public housing policy in the United States, political events at home and abroad, the objective laws of urban development, progress of science and technology, the new liberal ideas prevailing. Abstract

This paper, systematically, introduces the public housing policy in United States, from 1865 to 2000. 美国公共住房政策演变研究——对中国公共住房政策的建议
本文系统地介绍了美国从1865年到2000年的公共住房政策。根据各时期公共住房政策的特点,笔者将其分为萌芽阶段(1865-1929年)、探索阶段(1930-1964年)、发展阶段(1965-1973年)、成熟阶段(1974-2000年)四个阶段。然后,通过分析得出美国公共住房政策演变的四个规律:一是政府参与模式由政府主导向市场驱动转变;二是保障对象由中低收入群体向低收入群体转变;第三,保障目标由直接提供酒吧供应转向对需求群体给予补贴;第四,安全保障模式由固定建造公房转变为为居民提供自由选择。作者总结了影响美国公共住房政策的四个主要因素:国内外的政治事件、城市发展的客观规律、科学技术的进步、新自由主义思想的盛行。最后,本文在借鉴美国经验的基础上,对中国的公共住房政策提出四点建议:引导住房有效供给和有效需求,控制房价;提供自由选择,促进居住组合,消除空间分异;优化城市空间结构,提高保障住房空间性能;加强市场参与,避免政府失灵。
