A brief description of the evolution of the domestic scientific and technological complex over the past thirty years is presented; the need to establish a coordinating body for the processes taking place in the scientific and technological sphere was emphasized, especially when the economy is oriented towards internal development; it is proposed to strengthen control over information flows generated by the subjects of the scientific and technological sphere. Abstract
