Use of Statistical Methods to Evaluate OMS Impact on Reliability Indices

Abstract

As mergers and acquisitions were effected during the 1990's, many performance commitments were established for companies to ensure customers were not negatively impacted as a result of these transactions. Additionally, many companies simultaneously implemented outage management systems or other substantial process improvements that materially impact the resultant data from the systems. This paper presents one company's approach to comparing pre-and post-OMS reliability data, as well as other measurable factors, to establish performance target levels offered during the merger. In doing so, it demonstrates the importance of the use of appropriately categorized performance data to establish reliability trends and comparables, using the material developed within IEEE P1366-2003
