Abstract

In the article it is said that in recent conditions with those who have actively participated in the reforms of the education system and science in last decades preserved in the administration, there can be no real progress in principle. The moratorium on publications in the Web of Science and Scopus databases is ineffective as long as such enormous funds are circulating in this sphere. On the whole, the business orientation of education and science, which is primitively understood, but actually carried out in our country, prevents any attempts to rectify the situation. It leads only to increasing administration and standardization. One important negative trend of the present is the onslaught of “predatory” journals. Since scientists can truly work only in freedom, as representatives of other creative activities.
