This paper expounds on the organizational model of rural energy cooperatives based on goal consistency, and it analyzes the resources, capabilities, and objectives of participants. The operation mode of virtual rural energy cooperatives based on the Internet, and the participant interaction rules based on the reputation index are designed. The value chain index system of rural energy cooperatives is established, which include 6 primary indexes and 17 secondary indexes. The idea of comprehensive evaluation using TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) method is put forward. The methods of giving weight and closeness calculation of TOPSIS are improved. The combined weighting method which combining the advantages of subjective weight and objective weight is proposed. The mirror image approach method is applied to solve the calculation. Abstract

Under the background of new type power system construction with new energy as the main body, aiming at many problems after new energy access, a rural energy operation mode based on rural energy cooperatives is proposed. 农村能源合作社组织模式与价值链评价研究
在以新能源为主体的新型电力系统建设背景下,针对新能源接入后存在的诸多问题,提出了一种基于农村能源合作社的农村能源运营模式。本文阐述了基于目标一致性的农村能源合作社组织模式,分析了参与者的资源、能力和目标。设计了基于互联网的虚拟农村能源合作社运营模式,以及基于信誉指数的参与者互动规则。建立了农村能源合作社价值链指标体系,包括6个一级指标和17个二级指标。提出了利用TOPSIS (Order Preference by Similarity to a Ideal Solution)方法进行综合评价的思想。改进了TOPSIS权重的确定方法和接近度的计算方法。提出了结合主观权值和客观权值优点的组合权值法。采用镜像逼近法进行求解。通过对某养殖场能源合作社评价指标的计算和分析,验证了组织模型和评价方法的有效性。
